Implementation of Hydrogen Energy by 2030

This message affirms the acceleration of and commitment to the social implementation of hydrogen energy made by the participants in the HENCA Tokyo 2023 conference.

We are facing two difficult issues, the climate crisis and unstable energy supply. We are at a crossroads, and the path we choose will determine our future. Now is the time to change the world and our future by changing how we deal with energy.

With its excellent capabilities for long-term storage and application in a variety of fields, hydrogen plays a major role in achieving both the stable supply and decarbonization of energy.

At this conference, we participants confirm that we will accelerate the social implementation of hydrogen energy and take the lead in the international community from both environmental and economic perspectives, combining our wisdom and experience and working together as trailblazers in energy transition.

We declare the following specific actions to change the future.

To ensure the broader use of hydrogen energy, Tokyo will demonstrate leadership by taking effective actions to build international supply chains and increase the demand for hydrogen energy.

Our substantial investments the $62 billion Queensland Energy and Jobs Plan and Queensland Hydrogen Industry Strategy, underscore our unwavering commitment. Together, Queensland and Tokyo are pioneering a path towards a sustainable world powered by clean energy and hydrogen.

As a global leader in energy, Texas is continuing to focus on the development of its energy sector, including hydrogen. A Regional Clean Hydrogen Hub on the Texas Gulf Coast named HyVelocity Hub will solidify Texas as a leader in hydrogen infrastructure and supply. The HyVelocity Hub is a collaborative comprised of non-profit research organizations, academia, and leading energy companies working to advance the clean hydrogen ecosystem in Texas. Texas has a very strong economic and cultural relationship with Japan and Tokyo. Texas looks forward to exploring even more areas like new energy industry with hydrogen for partnership with Japan and Tokyo to help bolster the economies of both markets.

Japan and Germany have enjoyed a close and trusting friendship for over 60 years. Our economies are facing very similar challenges. And one of the biggest is to merge industry and climate protection while remaining competitive. Hydrogen plays a key role here, and Japan is at the forefront. As early as 2017, Japan became one of the first countries in the world to develop its own hydrogen strategy. The Tokyo Metropolitan Government is a particularly valuable partner for us and we are grateful for that.

We in North Rhine-Westphalia want to become the first climate-neutral industrial region in Europe by 2045. With green hydrogen, we can save 25 per cent of our current CO₂ emissions in future. Three years ago, we drew up a comprehensive strategy for the development of our hydrogen economy in order to achieve this goal. This roadmap formulates ambitious goals for the areas of industry, transport, energy and infrastructure. North Rhine-Westphalia is to become the hub for a Germany-wide hydrogen economy.

Green hydrogen is a key element for climate protection and a strong economy. It is the future. And together, I am quite sure, we will win this future.

It goes without saying that hydrogen will play an important role in achieving carbon neutrality, which is a common global goal. On the other hand, it is also true that it will still take time for realizing hydrogen-based society.
The results of half a century of R&D on hydrogen are now bearing fruit. Without stopping in this progress, we will continue to create and expand opportunities for cooperation centered around hydrogen technology.
