Joint Message for Accelerating
Social Implementation of Green Hydrogen

This message reaffirms the commitment of participants at the HENCA Tokyo 2025 conference to accelerate the social implementation of Green Hydrogen.

The impacts of the climate crisis are growing more severe with each passing year, threatening our lives and livelihoods through dangerous heat waves that repeatedly break all-time temperature records and unprecedented torrential rains causing massive flooding.

At the same time, global energy trends are in turmoil amid an increasingly unstable international situation.

Now more than ever, we must transform this global crisis into an opportunity and pave the way for a brighter, more sustainable future.

Green Hydrogen, produced from renewable energy sources, is key for both decarbonization and energy security. Therefore, promoting its use and social implementation is extremely important.

At this conference, we, the participants on the front lines of energy transition, reaffirmed our commitment to leading the international community in realizing a sustainable society by steadily advancing public-private hydrogen projects and strengthening the social implementation of Green Hydrogen.

We declare the following specific actions to change the future.

Confronting the looming climate crisis is a duty we bear today to safeguard the future for generations to come. Undaunted by the crisis facing us, Tokyo has taken the lead in the movement to build a hydrogen society through advanced initiatives, including the world’s first market trading of Green Hydrogen.
Spurred on by this HENCA Tokyo 2025, we will decisively and more aggressively advance the deployment of hydrogen, one of the key solutions to realizing a decarbonized society.
By working and acting together with countries, cities, companies, and organizations around the world, we can build the momentum needed to realize a sustainable society.
To pass on a more prosperous world to the next generation, let us strengthen city-to-city and public-private collaboration and work together to build a hydrogen society full of possibilities.

Japan is a global leader in building a clean hydrogen market and a source of inspiration for other countries in the world. Clean hydrogen is critical for decarbonising hard-to-abate sector like steel, refineries, shipping and aviation. Clean hydrogen also helps to improve energy security and create new economic activity and jobs. There is a need for international cooperation because no country can do it alone. At the IPHE, we work on exchange of information on hydrogen policies and learning from best practices. In addition we stimulate the global hydrogen trade by paving the way for global standards, mutual recognition of certification schemes for lowering trade barriers.

New South Wales (NSW) is proud to once again contribute to HENCA and to strengthen our partnership with the Tokyo Metropolitan Government. Last year, I had the privilege of sharing NSW’s vision for hydrogen, and I am pleased to continue that conversation.
NSW is Australia’s largest state by population and economy. With abundant renewable resources, a skilled workforce, and established infrastructure, we are well-positioned to become a trusted supplier of clean hydrogen and renewable fuels.
Through the $3 billion NSW Hydrogen Strategy and the Investment Delivery Authority, we are enabling large-scale projects to move from planning to delivery with confidence. Milestones such as Orica’s green hydrogen project, the Port of Newcastle Clean Energy Precinct, and the Moree hydrogen hub demonstrate our progress in 2025.
International partnerships, including with Tokyo, are essential to building hydrogen supply chains and advancing the global energy transition. Together, we can create a cleaner, more prosperous future.

We in North Rhine-Westphalia have set ourselves the goal of becoming a pioneer in the development of a hydrogen economy in Europe. The development of a hydrogen economy will succeed if North Rhine-Westphalia works closely with other partners. We are already working closely with the prefectures of Osaka, Fukushima and Aichi in the field of hydrogen. And the Tokyo Metropolitan Government is a particularly valuable partner for us. Île-de-France Region is committed to accelerating the implementation of hydrogen as a cornerstone of our ambitious energy and climate strategy, adopted in 2018. We are moving from planning to concrete action, with over €21 million already allocated to the development of a strong local ecosystem around hydrogen.
Our strategy focuses on two pillars: supporting the production and distribution of low-carbon hydrogen, while promoting its uses. Our region has already supported some 20 major projects across the hydrogen value chain, ranging from the deployment of 15 distribution stations across the territory, to the purchase of 47 new hydrogen-powered buses, as well as the creation of the Hydrogen Club, a regional platform of 105 members that promotes collaboration between public and private sectors.
We believe hydrogen is essential for intensive mobility where batteries fall short (buses, trucks, taxis) as it ensures both zero emissions and operational efficiency. By industrialising the sector and strengthening international partnerships, we will make hydrogen a competitive and clean reality for a net-zero future.

Yes, there have been challenges — higher costs, project delays, and shifting expectations — but that has also sharpened our focus. We are clearer now on where hydrogen is essential: shipping, aviation, fertilisers, and green iron. We are also clearer that success comes from building confidence, policy frameworks, and infrastructure that people can rely on.
Australia is making real progress, with new policy measures and projects now advancing. But no country can do this alone. Murchison Green Hydrogen, developed by Copenhagen Infrastructure Partners (CIP), is a flagship project driving Australia’s clean energy transition. Harnessing abundant onshore wind and solar, the project will produce renewable hydrogen and green ammonia at scale, positioning Australia as a leading exporter of clean energy.
Recognised with Major Project Status by the Commonwealth Government and Lead Agency Status by the WA Government, the project benefits from streamlined approvals and coordinated support. These advantages are further strengthened by the State Development Coordination and Facilitation Bill 2025, which aims to fast-track strategic infrastructure delivery like Murchison.
As the first recipient of the Australian Hydrogen Headstart program, the project has secured substantial production-based funding to close the gap between renewable hydrogen production costs and prevailing market prices. This is complemented by the Hydrogen Production Tax Incentive, which provides a $2/kg refundable tax offset, further enhancing project competitiveness.
Together, these initiatives demonstrate a strong national commitment to renewable energy and showcase how strategic public–private collaboration can unlock Australia’s green hydrogen potential and support global decarbonisation.
