Social Implementation of Green Hydrogen
This message reaffirms the commitment of participants at the HENCA Tokyo 2024 to accelerate the social implementation of Green Hydrogen.
The impact of the climate crisis has become increasingly aggravated year by year, marked by unprecedented heavy rains and life-threatening extreme heat. At the same time, the global energy landscape is in turmoil.
Faced with the shared imperative of addressing the climate crisis, we are at a pivotal crossroads, and the path we choose will shape our future. Now is the time to change the world and our future by changing how we deal with energy.
The widespread social adoption of Green Hydrogen produced from renewable energy is essential, as it not only represents a cornerstone for realizing a decarbonized society but also enhances energy security and ensures a stable energy supply.
At this conference, we, the participants, reaffirmed that we would accelerate the social implementation of hydrogen energy and take the lead in the international community from both environmental and economic perspectives as trailblazers in energy transition, by strengthening public-private collaboration, and by leveraging their collective expertise and experience.
We declare the following specific actions to change the future.

Ministry of Energy and Mineral Resources of the Republic of Indonesia - Indonesia has launched The National Hydrogen Strategy in December 2023. There are three strategies for the utilization of hydrogen: to support the development of renewable energy, to achieve the decarbonization target, and to use hydrogen as an export commodity. With the potential of RE energy amounting to almost 3,7 TW, Indonesia can potentially become a key player in producing green hydrogen worldwide. In contributing to Indonesia’s energy transition, hydrogen will be utilized in four sectors: Industrial, Transportation, Power Generation, and as an export commodity. We encourage building partnerships with international 8 organizations for knowledge sharing, collaboration, and trade to accelerate green hydrogen utilization worldwide.

- The critical importance of international partnerships, such as those between NSW and Tokyo, cannot be overstated when it comes to tackling global challenges like climate change.
New South Wales is committed to advancing the hydrogen industry. With our abundant renewable resources, our large skilled workforce, and our ready infrastructure, we are well-positioned to lead in the production and export of green hydrogen.
Our initiatives, such as the $3 billion NSW Hydrogen Strategy and upcoming renewable fuel strategy foster innovation and reduce costs, making green hydrogen a practical and competitive energy solution.
Our partnership with Japan is also crucial. The recent Memoranda of Understanding signed between NSW and the Tokyo Metropolitan Government highlight our commitment to working together. By sharing knowledge and resources, we can grow and share the environmental and economic benefits from the global energy transition.

Ambassador Extraordinary and Plenipotentiary of the Republic of Chile
- In 2020, Chile presented its National Green Hydrogen Strategy, which aims to have 5GW of electrolysis capacity by 2025, to produce the cheapest Green Hydrogen on the planet by 2030, and be among the top 3 exporters by 2040. Chile is backed by consistent international assessments of the advantages for producing clean fuels and their export competitiveness regardless of the distance from main consumer centers.
Japan is an important partner in this regard, and we value that setting up this industry is a shared view. The Ministry of Energy of Chile signed a Memorandum of Cooperation on Energy Transition with METI on April, and a Memorandum of Understanding of strategic cooperation with JBIC on August 4, 2023.
We are approaching what Jules Verne envisioned 150 years ago in his novel The Mysterious Island when he wrote “I believe that one day water will be fuel, that the hydrogen and oxygen which constitute it, used alone or together, will provide an inexhaustible source of energy…”. -
